One million tons of cargo, one to two thousand Starships, and a price somewhere between $100 billion and $1,000 trillion. The spread is the finding.

The economics of a Mars city are usually reported as a single number, and the number is always wrong, because it depends on a cost per ton nobody has achieved. This chapter shows the spread instead.

Musk’s own parameters

§7.1 Musk’s stated inputs for a self-sustaining city: about 1 million tons of cargo, delivered by 1,000–2,000 Starships flying over roughly 20 years, or 10 transfer windows. stated goal At an aspirational future Starship cost of ~$100,000 per ton, that is about $100 billion. But Musk has also stated that current US Mars missions cost about $1 billion per ton — which implies about $1,000 trillion, more than 30 times US GDP, absent the claimed 1,000× cost reduction. He has also cited figures as high as $10 trillion.

No business case

§7.2 The “million people by 2050” target requires launch cadences, reliability, and cost reductions with no precedent. Critics note the total absence of a business case: unlike Antarctica (research, subsidized) or the ISS (~$3 billion a year, government-funded), there is no identified export or revenue stream that closes the economics of a Mars city. The report’s caveat is blunt: the conflicting figures “reflect wildly different assumptions about cost-per-ton; none rest on a demonstrated business case.”

The Antarctica comparison

§7.3 The Weinersmiths’ baseline is Antarctica. It is vastly more hospitable than Mars, and after decades of continuous presence it has no permanent self-sustaining population and no property regime. If the easy analog has not produced a town, the case for a city on the hard one has to explain why.

The optimist’s reply is the one on the home page: if launch costs fall as reusability matures, the cadence for an initial outpost, and eventually a city, becomes tractable within a few decades. That is a conditional, and the condition is the 1,000× on the diagram.

Expedition or settlement?

§7.4 An expedition is a government program with a budget line, like NASA’s Moon-to-Mars line. A city is a private aspiration without one. Nothing in this chapter argues against the first; everything in it argues that the second is, as of mid-2026, an assertion rather than a plan.
