The yen defense is a Treasury defense

A yen in freefall forces Japanese institutions to raise cash by selling their most liquid foreign asset — Treasuries — into a market where the 30y just touched 5.28%. So Washington didn’t intervene to help Japan; it intervened to keep a forced seller out of its own bond market.

The execution carries the second idea. The US first sold euros to buy yen — without telling the ECB (“an unprecedented breach of longstanding conventions”) — because selling dollars would have contradicted the strong-dollar line.
